Specifications include, but are not limited to: The Department of Health and Human Services (Department) is seeking project management and fiscal intermediary services for Maine’s local public health districts in order to complete infrastructure improvement projects as identified in this Request for Proposal (RFP) document. This document provides instructions for submitting proposals, the procedure and criteria by which the awarded Bidder will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Bidder. The services provided as a result of this RFP shall support Maine’s public health system in implementing projects intended to improve public health infrastructure within each district, with a particular focus on advancing the development of public health services and building on or increasing the number of public health systems which address health disparities in racial and ethnic minority populations and rural communities that have been exacerbated by the COVID-19 pandemic. District projects are expected to use the results of the State Public Health S ystem Assessment (SPHSA), the Local Public Health System Assessment (LPHSA), and/or other recognized data sets relevant to the local public health district to show the rationale behind the infrastructure project and illustrate the need for the proposed project within each district. Projects are expected to produce measurable outcomes that improve the ability of local level infrastructure to mitigate health disparities. Collaborate with the Department to meet the deadlines and requirements of each of the nine (9) district level project by: Developing a process for requesting, reviewing, selecting, developing, and implementing district level projects. Conducting objective and transparent reviews of proposals received by each district for the district level projects. Projects must address objectives of the Public Health District System Improvement Plan (PHDSIP). The Department will make all final decisions on project selection and approval(s) within each local public health district including work plans, budgets, subcontracts, and other project implementation details. The Department anticipates only one (1) project will be funded in each of the nine (9) districts. Act as the fiscal agent for projects or conduct an accountable process which is objective and transparent to select responsible fiscal agents within the districts.
