Specifications include, but are not limited to: The state of North Dakota, acting through its North Dakota Department of Health and Human Services, Behavioral Health Division (STATE) is soliciting proposals from agencies for the coordination and implementation of capacity building activities for North Dakota communities with the goal to increase capacity of communities, key stakeholders, and community members to implement evidence-based prevention activities focused on the state’s substance use prevention priority areas and suicide. Successful offeror shall conduct capacity assessments with the primary goal of measuring community capacity for implementing primary prevention efforts which will be used to guide the TTA outlined in this RFP. The capacity assessments will identify prevention successes and barriers and provide recommendations for TTA for the successful implementation of prevention strategies. Successful offeror shall: Conduct pre- and post-capacity assessments/evaluations for each of the current STATE’s 27 prevention funded communities. Ensure the capacity assessments include a minimum of three components to measure capacity, which shall include: Structured interviews with prevention professionals, Focus groups and structured interviews with key stakeholders, and A community coalition or taskforce survey.
