JUSTIFICATION: This specific vendor was chosen exclusively both due to the integration capacity with standard Microsoft products, and due to the product’s use by another state agency and regulated entity. The staff time and training costs saved utilizing a common platform with another state agency and regulated entity exceed the expected cost of this service, making product offerings from other vendors cost prohibitive. Other vendors cannot provide like products as a change in platform would result in a loss of these efficiencies with the other state agency and regulated entity.
