Specifications include, but are not limited to: 1. A Business Retention and Expansion (BR&E) Program that supports Rio Ranchos’ economic base businesses. The program should include, at the minimum, the following: a. The program’s focus areas will assess the needs of Rio Rancho’s economic base businesses to help support future job creation and investment. b. The program’s marketing and outreach plan should strategically identify and reach targeted companies. c. Programmatic goals, metrics, timeline, and milestones tracked and presented in monthly, quarterly, and annual reporting and program updates. 2. A Micro-Economic Gardening Program that helps micro- and small enterprises advance their growth trajectory through new and existing tools and resources. The program should, at the minimum, include the following: a. The program will train and connect targeted businesses with new and existing resources to grow and scale their operation. b. The program’s marketing and outreach plan should strategically identify and reach targeted companies. c. Programmatic goals, metrics, timeline, and milestones tracked and presented in monthly, quarterly, and annual reporting and program updates. 3. Site Readiness Gap Analysis and Needs Assessment plan that identifies the developmental steps needed to overcome hindrances businesses face to prepare a site for construction and attract investments in Rio Rancho for economic base job creation. This plan should, at the minimum, include the following: a. A gap analysis and needs assessment for vacant land and/or existing buildings that could support economic base job creation, including key metrics and milestones, and an agreed upon number of properties to be assessed in a final report. b. Assessment goals, metrics, timeline, and milestones. 4. Opportunity assessment for ecosystem and supply chain-related economic base job creation and capital investment (in support of Intel’s expansion). This should, at the minimum, include the following: a. Research of ecosystem and supply chain expansion opportunities. b. A final report including proposed responsive action items to execute the opportunities identified for a future, subsequent phase of the City’s economic development initiatives. c. Assessment goals, metrics, timeline, and milestones.
