The campaign will focus on the essential emergency preparedness measures citizens would take before a disaster strikes, to include homeland security, cyber security, “See Something–Say Something”, develop family communication and emergency plans and how to build a disaster supply kit. Another campaign will also focus on promoting the Safe2Help Illinois program and topics that impact school and student safety based on the Safe2Help Illinois confidential 24/7 helpline. The program seeks to prevent bullying, mental health struggles, and threats of violence. The NCSAs provided will emphasize preparedness considerations for all areas of Illinois. Primary target audiences for this advertising campaign are anticipated to be teens and their parents. The chosen vendor must demonstrate success in increasing market share for the companies, institutions and brands it represents. The vendor should be able to detail proven return on investment in direct correlation to strategic marketing initiatives planned. The vendor will provide strategic counsel in media planning by analyzing ratings and demographic data for various media and maximizing exposure for the Agency with desired audiences. The Agency seeks media strategy benefits from partnerships to maintain a strong position despite growing competition and a modest budget. The vendor must have a proven ability to negotiate competitive media rates and deliver value added opportunities. The Agency is seeking a vendor with extensive connections who can identify emerging opportunities and develop creative and effective plans to differentiate IEMA from other agencies The vendor will monitor and report the success of media placements and make recommendations monthly to ensure that plans and placements are optimized and delivering at industry standards for return on investment benchmarks. The vendor will provide detailed plans, tracking and reports on the budget throughout the year as media is placed. The vendor will provide concise monthly billing statements and help ensure the Agency stays within the specified budget.
