Specifications include, but are not limited to: The purpose of this Request for Proposal (RFP) is to secure professional online auction services for the Unclaimed Property Division of the Office of the Kansas State Treasurer (Treasurer). These services are required to sell items of unclaimed property formerly held in safe deposit boxes, in connection with the Treasurer’s administration of the Uniform Disposition of Unclaimed Property Act; The Contractor shall establish and maintain an online auction website/store on the eBay platform, to auction unclaimed personal property on the Treasurer’s behalf, as and when such items are turned over by Treasurer to Contractor. A. The Contractor shall be an established business with a principal place of business in the state of Kansas, with a minimum of three (3) years demonstrable experience in conducting on-line auctions on behalf of others. The Contractor shall demonstrate expertise regarding the management of online auctions, including appropriate approach to and duration of each auction. B. The Contractor shall establish and maintain an eBay store. The name of the eBay store, Contractor’s published policies with respect to its operation, and all other information displayed on the eBay store site and individual listings are subject to the Treasurer’s approval, which approval may be granted, withdrawn, or conditioned from time to time as reasonably determined by the Treasurer. Contractor shall consistently adhere to all policies and procedures as approved by the Treasurer. C. Contractor’s eBay store established in connection with this contract shall list only items turned over to Contractor by Treasurer, and shall not include or link to other items being sold by Contractor or third parties. D. Contractor shall understand and adhere to all eBay policies, procedures, licensing agreements and user agreements and advise the Treasurer on any potential issues or challenges with selling particular items on eBay. E. Prior to the auctions, the Contractor shall pick up items for sale from the Treasurer’s office in Topeka, Kansas. Contractor shall be responsible for the secure transportation of items to Contractor’s storage location. Contractor shall have sufficient secured space to safely store and manage items. Items turned over to Contractor shall not be comingled with any other property. Contractor shall have and maintain an adequate system to manage inventory from the Treasurer. F. The Contractor shall be responsible for the posting of items for sale on eBay, including creating high-quality photographs and accurate descriptive text for each listing, and all other aspects of management and processing of such postings, auctions, and sales (subject to Treasurer’s approval rights as set forth herein). For listings containing multiple items, Contractor shall reasonably assign pro-rata valuations to each item and shall maintain records enabling the pro-rata proceeds of the sale to be associated to each item of property and reported to Treasurer. Contractor shall not combine items from multiple “properties” (as used within Treasurer’s internal systems, i.e., each item or group of items as reported by holders to Treasurer) within a lot without express written approval from Treasurer, which may be withheld in Treasurer’s sole discretion.
