Specifications include, but are not limited to: Contractor to provide seasonal Latrine Pumping Services for the Division of Parks and Outdoor Recreation for the following areas. Lot 1 – Latrine vaults within the Denali State Park. Lot 2 – Latrine vaults within the Nancy Lake and Willow area State Parks. Lot 3 – Latrine vaults within the Palmer and Wasilla area State Parks. To prevent unnecessary disturbance to site users during the evening and night hours, particularly at sites located near campsites, services may only be performed between 8:00 am and 8:00 pm. Morning services are to start no earlier than 8:00 am and afternoon pumping services must be completed by 8:00 pm. • Services shall consist of pumping, back flushing, washing of septic containers, and disposal of waste in single and double vaulted latrines at the recreational areas and sites listed. • Latrine pumping shall be on an as needed basis only. Services must be performed within 72 hours after call-out. Normal callouts are done when a latrine is full or near its capacity. • Each unit pumped must be treated with a bacterial enzyme and odor controlling agent after pumping. • Each tank must have a minimum of 80 gallons of fresh water flush. Service shall include all labor, materials, equipment, travel, fuel, surcharges, disposal charges, mobilizations, demobilizations, overhead, profit, benefits, and any other costs, charges, or fees as one flat rate. • Procedures must be followed to ensure that no raw sewage product is spilled on the ground or any area adjacent to the latrines or within any area of the park per DEC regulation 18 AAC 72-010(a) and State Parks regulation 11 AAC 12.050. Contractors shall be responsible for appropriate cleanup to conform to DEC specifications in the event of a spill. • Bottles, cans, and other contaminated material must be removed from vaults and disposed of offsite by the contractor in accordance with current Federal, State, and local requirements.
