Specifications include, but are not limited to: The State Procurement Bureau, on behalf of the Department of Commerce, is requesting proposals from Agencies with experience administrating HUD rental assistance programs and/or conducting HUD Housing Quality Standards inspections to ensure adherence to state of Montana procurement requirements and best practices, and to provide a fair and transparent process for the application and award of contracts. Experience conducting Housing Quality Standards inspections (or successive HUD-required inspection type) as defined by HUD at 24 CFR 982.; Experience conducting inspections in compliance with Federal and State accessibility standards (including Title VIII of the Civil Rights Act of 1968 (Fair Housing Act) and the Fair Housing Amendments Act of 1988 (42 U.S.C. 3601, et seq.), and Section 504 of the Rehabilitation Act of 1973 (29 U.S.C. 794); Ability to complete assigned inspections within a defined time frame; Inspections are expected to begin July 1, 2023 and be completed no later than June 30, 2024. Schedule inspections with participants and landlord/owner with appropriate notice and confirm a minimum of two business days prior with the tenant and landlord/owner of inspection date and time verbally. Ability to prepare comprehensive and detailed, concise written reports on required forms identifying all deficiencies by type, room, building, and dwelling unit, and send deficiency letters to participants and landlord/owners.
