Specifications include, but are not limited to: The City of Hastings – Utilities Department (“Hastings Utilities”) is requesting proposals from qualified vendors (“vendor”) to design a new utility bill layout, provide data processing, bill printing, newsletter printing, mailing, and electronic bill and newsletter delivery services. Hastings Utilities is not requesting payment services. Each month approximately 15,000 residential and commercial accounts are billed for utilities provided by Hastings Utilities which includes: Electric, Natural Gas, Water, Sewer, on a single bill depending on what services the customer is utilizing. Hastings Utilities is seeking to execute a five-year agreement with the option to renew pending negotiation of renewal pricing.
