Specifications include, but are not limited to: This Request for Proposals (“RFP”) is issued by the City of Manchester (“the City”) Human Resources Department to procure the services of a qualified consultant (“Consultant”) to complete a comprehensive Classification and Total Compensation Review, resulting in the update of the current classification and compensation system, or the design of a new classification and total compensation plan/system, which will ensure internal equity and market competitiveness, consider the relative elements of total compensation (salary, benefits/retirement plan, paid time off), and meet federal, state, and local compliance requirements. We also wish to establish a job evaluation system resulting in a defensible, equitable, systematic, and consistent approach to creating/updating and evaluating job descriptions and placing jobs where they belong in the organizational structure.
