Specifications include, but are not limited to: It is the purpose of the Request for Proposal to solicit proposals from a professional individual to be a subject matter expert in a wide variety of subjects all pertaining to a school district. The consultant will consult with the District’s highest level of administration. Consultant will provide the following support to the District as required; a. Emergency Preparedness; Emergency Operations Center (EOC) training, presentations, implementing manuals, programs, systems, and Federal requirements regarding FEMA with knowledge of processes and procedures specific to FEMA Region 10. b. Periodic consulting and support of FEMA related public assistance and mitigation grants. c. Work with ASD and ASD’s legal counsel to develop responses. d. Municipal ordinance regarding the management, acquisition and disposal of real property. e. Municipal ordinance regarding permitting for facilities. f. Facilities management (Design and Construction) for the District. g. Operating municipal facilities on Alaskan Military Bases. h. Collaborating with and making recommendations to the Anchorage Assembly. i. Collaborating with and making recommendations to the Anchorage School Board. i. District’s Capital Planning & Construction, Maintenance & Operations, Finance, and Purchasing departments. j. Public Utilities and regulatory commissions. k. Acting as an advisor for complex and high-level negotiations. l. Federal and State Statutes and administrative regulations, Municipal Code and Ordnances, and Anchorage School Board Policy and administrative regulations.
