Trailer – safety orange (ANSI Z535.1-1998). Paint – each Sign must be cleaned, prime coated, and then powder coated per the paint manufacturer’s process for the application. The prime coat(s) and powder coat(s) must be a minimum dry thickness of four (4) mils total (two (2) mil. prime coat & two (2) mil. powder coat). The powder coat must be ultraviolet resistant. The Signs must be smooth and free of rust, runs, overspray, peeling, weld splatter, and other defects. Computer Control Console Security Requirements – The computer hardware and modem must be configured as follows: Default passwords must be changeable by IDFG. Cellular modems, Wi-Fi broadcast, and global positioning system (GPS) tracking must be capable of being enabled and disabled by IDFG (if applicable). Administrative devices required to operate and program the signs such as tablets, and laptops, must be hardwired into the onboard control device on the sign rather than having to use Wi-Fi to connect to the sign. All compartments containing technology components must be locked in order to prevent the access from unauthorized personnel. The Contractor must provide IDFG with a minimum of two (2) keys per Sign upon delivery. Controller Software Operating System Requirements – The configuration of the windows machine must conform to the following requirements: Windows 7 or 10 Enterprise edition operating system. IDFG must have access to install security and remote management tools such as McAfee ENS, LANDesk management client, and ClearPass. IDFG must be able to enforce group policy (no custom or locked OS images). IDFG must be able to secure the device with pin code or password. Trailer Speed Rating – must meet all Idaho legal speed limits with compatible wheel, tire size, and rating. Surge Brakes – Inertia type surge brakes sized for rated capacity to apply trailer brakes when towing vehicle slows or stops. Leveling Jacks – Four (4) extendable, both vertical and horizontal, swing-away screw type jacks with footpads and mounted on each corner of trailer frame. Each jack must have the strength and extendibility to stabilize the trailer with the Sign fully deployed (fully extended and display board facing any direction) in sixty-five (65) miles per hour (MPH) winds. Due to weather conditions at the time of Acceptance, it will be assumed in good faith that each Sign meets this requirement. In the event that IDFG deploys a Sign in weather with less than sixty five (65) MPH wind speeds, and the Sign tips over, the Contractor will be responsible for correcting the damage, as well as the engineering discrepancy that caused the trailer to tip, under the Warranty terms – the discrepancy must be corrected on all Signs since they are all constructed the same way and will all have the same flaw. Hitch – removable, adjustable height, two (2) in. ball type. Reflectorized Tape – two (2) in. wide reflectorized, self-adhesive, Diamond Grade 3M conspicuity tape installed on the side and rear of trailer frame and tongue. Electrical Plug – must extend twenty-four (24) in. beyond hitch and equipped with a 7-prong recreational vehicle (RV) style with flat blades plug. Safety Chains – must be two (2) ft. of 3/8 in. chains attached to trailer tongue and equipped with safety hooks. Electrical Power Batteries – must be equipped with batteries to power the sign for a minimum of twenty-one (21) consecutive days of continuous 3-line flashing messages without the need of solar power or recharging. Solar Panels – must be equipped with solar panels that recharge the batteries during the day and provide the ability to continuously use the sign, twenty-four (24) hours per day, seven (7) days per week, without having to connect the batteries to an alternate power source to recharge. Battery Charger – An on-board 120V direct current (DC) power input, 25-amp battery charger equipped with a digital (microprocessor) maximum power point tracking (trickle charging ability) will be provided to restore batteries from a state of eighty percent (80%) discharge to full in twenty-four (24) hours. Battery Charger Plug – stationary weatherproof receptacle mounted to outer edge of frame and compatible with all ground fault circuit interrupter (GFCI) electrical systems.
