Specifications include, but are not limited to: Kansas Correctional Industries (KCI) is seeking bids from qualified vendors to provide centralized resident commissary and package program services. The centralized resident commissary shall provide for weekly services to approximately 9,000 residents incarcerated by the Kansas Department of Corrections (KDOC) through a bagging service utilizing residents and staff provided by KCI. The bagging service shall include the processing of individual orders and shipping them to facilities for distribution to the residents by the contractor’s staff. The package program will be a monthly service that allows the purchasing of grocery and hygiene items made available to residents that may be purchased by family and friends for a resident’s account. The package program will be on a smaller scale than the commissary program providing between 50 and 100 items. Bidders shall have the ability to provide non-perishable food items, health and beauty products, clothing items, small electronics, over-the-counter medications, postage and any other value-added items for sale to the resident population. The pricing for the commissary and resident package items shall include the computer hardware and software costs, order forms, marketing materials, cost of products, packaging, labor, transportation and commissions returned to KDOC facilities and KCI.
