Specifications include, but are not limited to: The purpose of the proposal is to demonstrate the qualifications, competence and capacityof entities and the individuals that they employ to administer Special Liquor Tax Funds,monitor and work with providers to refine outcome-based measurements, initiate andimplement new pilot programs, maintain a case management program if funding is available, 3and to staff a coalition of individuals to provide input and make recommendations on alcoholand substance abuse issues. Proposers will be responsible for demonstrating capacity toaddress the action steps outlined in the Scope of Services. As a part of those action steps,proposers will be responsible for:•Daily administration to include taking full responsibility for Special Liquor Tax Program Administration document preparation, mailings and print costs.• Administrative oversight including: oMonitoring and Refine Outcomes-Based Measurements for the work of Special Liquor Tax Allocation providers oPreparing appropriate reports
