Specifications include, but are not limited to: 1. The Scope of Work under this project includes the cleaning of the wet wells at twenty (20) remote sewage pump stations, as well as the influent pump station wet well at the Scarborough Wastewater Treatment Facility. The cleaning operation is to include the physical removal of all floating material, bottom sediment, grit, and materials that have collected on the walls of said wet wells. The last wet well cleaning project at all locations was completed in the late fall of 2021. The work typically requires five (5) full days (8 hours on the job) to complete all twenty-one (21) locations. 2. Flow through each wet well must be maintained at all times during the cleaning operation, unless specifically authorized in advance by the Wastewater Superintendent. No additional compensation will be granted for said maintenance of flow. Where interruption of flow is authorized in advance, no interruption will be allowed until all Contractor equipment to be utilized during the cleaning operation is set up onsite and confirmed to be in proper operating condition and ready for use. The Contractor shall be responsible for interrupting and restoring flow and completing the work without causing surcharge or overflow in the influent sewer system, or causing wastewater to backup into any service connection. Wastewater Division personnel shall have the authority to direct the Contractor to suspend the cleaning operation at any time and restore flow through the wet well to relieve conditions in the influent sewer system. No additional compensation will be granted for flow interruption and restoration, or suspension and resumption of cleaning operations. 3. The Removal and Disposal of all material from the Wet Wells is the responsibility of the Contractor. No dumping or stock piling of these materials will be allowed at any of the pumping stations or at the Scarborough Wastewater Treatment Facility. Absolutely no decanting of the vacuum cleaning trucks will be allowed at any of the pump stations. All material must be disposed at the Rhode Island Resource Recovery Corporation (RIRRC) Central Landfill. All costs for removing materials, coordinating disposal requirements with RIRRC, and transporting materials for disposal shall be included in the wet well cleaning item unit bid price. Contractor shall be reimbursed under the waste disposal allowance bid item for disposal cost at the amount invoiced by RIRRC with no markup allowed. The Town will not issue a Notice to Proceed until the selected vendor has furnished the Town with a copy of his/her current Septage Waste Transporter Permit as issued by RIDEM. 4. The Contractor is fully responsible for compliance with all Federal, State, and local laws, including but not limited to the OSHA Confined Space Entry regulations. 5. Existing control floats and sensors located in each wet well must be protected from damage by the Contractor during his/her operations. These control floats and sensors must remain in operation throughout the cleaning process. Any damage done to said floats or sensors must be immediately repaired by the Contractor at his/her expense.
