Specifications include, but are not limited to: TASK 1 - PROJECT MANAGEMENT The Consultant will assist the Town as needed in customizing the EPA SWMP template, as modified by the New Hampshire stormwater coalitions, taking into consideration the Town of Hooksett’s specific situation, policies, and procedures. The Consultant shall assist the Town in compiling updated BMP’s and measurable goals to meet the requirements of the MS4 Permit. Project management includes participating in phone calls and email communications with the Town, conducting project management duties (directing staff and scheduling), completing project invoicing, and other administrative responsibilities. TASK 2 – MS4 ANNUAL REPORT AND YEAR 5 REQUIREMENTS The Consultant will assist and provide guidance on general annual MS4 permit requirements, as well as specific Year 5 requirements, covered under MCM #1 Yearly Outreach Requirements, MCM #2 Public Participation, MCM #3 Illicit Discharge Detection and Elimination (IDDE) Program, Appendix F Requirements of Approved Total Maximum Daily Loads (TMDLs), and Appendix H Requirements Related to Discharges to Certain Water Quality Limited Waterbodies. Provide reminders and guidance around outreach requirements and public participation. The Consultant will also assist the Town by reviewing and updating the Town’s Stormwater Management Program (SWMP) Plan, the Illicit Discharge Detection and Elimination (IDDE) Plan, and the Salt Reduction Plan based on coordination with, and information provided by the Town. Other annual requirements include updating the Town MS4 asset inventories, Priority Ranking Table, and System Map. DELIVERABLES: Emails, Meetings, Template Documents, Updated Plans, etc. SCHEDULE: To be completed prior to September 2023. TASK 3 – WET WEATHER INSPECTIONS AND TESTING The Consultant will complete wet weather inspections and testing of the MS4-regulated outfalls with at least one System Vulnerability Factor (SVF) in the Town of Hooksett. The Town identified 19 of the 40 MS4-regulated outfalls as having one SVF in the Town’s updated 2023 SVF table. The budget reflects sampling at the 19 outfalls identified in the SVF table. If NHDES advises that further sampling is required, Consultant will follow up with the Town to amend the scope and budget. DELIVERABLES: Laboratory reports, data spreadsheet, brief memo summarizing results. SCHEDULE: Field work associated with Year 5 to be completed by June 2023, with deliverables completed within one month of receiving all laboratory results in order to submit with the Year 5 annual report in September 2023. Additional sampling may occur during the summer and fall of 2023. These data and results to be provided with the Year 6 report to align with the permit term. The Town has until Year 7 to complete wet weather sampling.
