Specifications include, but are not limited to: The purpose of the Request for Proposal (RFP) is to solicit sealed proposals to establish multiple contracts through competitive negotiations for the procurement of the services of hearing officers to conduct adjudicative and rulemaking administrative hearings in connection with the Department’s legal obligations to provide such hearings under various applicable statutory and regulatory requirements. Assignments vary with the requirements of the Department as to rulemaking proceedings and the need for revised or newly authorized administrative regulations. Assignments are authorized by the Cabinet Secretary of the Department and are typically related to initiatives of the Department Division or Program whose jurisdiction relates to the subject matter of the proceedings to be conducted. In regard to adjudicative matters, various Divisions, Programs, Offices or Facilities of the Department which are concerned with the adjudication will be party to the proceedings.
