Specifications include, but are not limited to: a. All Products supplied by Contractor that are required to be Whole Grain Rich (WGR), must contain 100% whole grain or contain a blend of whole-grain meal and/or flour and enriched meal and/or flour of which at least 51% is whole grain. The Products must contain at least 51% whole-grains and the remaining grain, if any, must be enriched. Additionally, the items must contain at least 16 grams of whole grain to meet the 1 oz. requirement or made with 8 grams of enriched meal and/or enriched flour to meet the 1 oz. requirement. b. The following information will be required in determining whether the Product meets the WGR requirements. One of the following must be supplied by the manufacturer. (1) The Product includes the following Food and Drug Administration-approved whole-grain health claim on its packaging: “Diets rich in whole grain foods and other plant foods and low in total fat, saturated fat, and cholesterol may reduce the risk of heart disease and some cancers.” (2) The Product declaration lists whole grains first, specifically whole grains must be the primary ingredient by weight (a whole grain is the first ingredient in the list with the exception of water). When the whole grain content comes from multiple ingredients, the combined whole grain ingredients may be the primary ingredient by weight even though a whole grain is not listed as the first ingredient. If the Product meets this criteria, the manufacturer must provide proper documentation showing that the percentage of the whole grain ingredients are greater than the enriched wheat flour. (3) The whole-grain content must be 8 grams or more to credit as one ounce equivalent. Documentation must be on the packaging or provided separately. 1.
