Specifications include, but are not limited to: provide uniformed on-site guard coverage two shifts daily, Monday through Friday, covering the hours 6:00 AM to 10:00 PM. Saturday and State of Maine administrative leave days/holidays will include the hours of 7:00 AM to 3:00 PM. MRS maintains a security office at the facility complete with furniture, office equipment, and telephones to support the work. This office must be staffed during the specified hours, without exception. Department approval must be obtained prior to replacing key staff. Failure to do so will result in a material breach of the resulting contract. TRAINING Requirements Security employees will be trained at the Bidder’s expense, excluding site-specific procedures. The successful Bidder will provide MRS with details of all training completed for all personnel engaged at the 51 Commerce Drive, Augusta, Maine facility. Training must include the security and emergency procedures required by this RFP and access to a Standard Operating Procedures (SOP) manual. All security personnel will obtain CPR certification within 30 days of assignment and maintain current certification thereafter. The successful Bidder must provide security services consistent with “Capitol Area Security Rules” set forth by the Department of Public Safety Bureau of Capitol Security, as presented in Exhibit 1. Security Requirements On-site guards are responsible for access control, loss prevention, monitoring, and reporting. Accordingly, the guards will routinely perform tasks as detailed below. Building Access All employees and visitors must be authenticated prior to accessing the building. The successful Bidder will ensure that all access is managed as follows: Employees Verify employees entering the building have a visible ID badge that is swiped over an electronic card reader to activate door lock mechanisms; Monitor entry/exit of building for employees during off-hours (holidays, weekends, evening shifts, etc.); Provide assistance, upon request, for employees entering or exiting the building ; Sign in and record employees who have forgotten badge ID after verifying employment; Perform badge audits as requested by MRS Operations Security. Visitors Manage visitor and contractor access in accordance with requirements defined within agency policies; Maintain a logbook, including a record of arrival time, departure time, and area/person to be visited; Instruct visitors on how to access the area of the building to be visited, or upon request, call person to be visited ; Provide assistance, upon request, for visitors entering or exiting the building; Notify designated agency personnel when building contractors are on site; Screen visitors through metal detection; scan any accompanying baggage through x-ray machine. Packages Sign for packages delivered via courier, United Parcel Service, Federal Express, etc.; Notify appropriate personnel to pick up packages; Receive packages and hold for pick-up by a third party; Receive work-related items, such as computers or tapes, and hold for pick-up by a third party.
