Specifications include, but are not limited to: The Bernalillo County (“County”) Purchasing Section of the Procurement and Business Services Department (“Purchasing”) is requesting proposals for the establishment of qualification-based capital projects solicited by county nonprofits and administered by the county’s Senior and Social Services Department. Bernalillo County wishes to streamline the post-legislative session procurement process for capital outlay appropriations that are intended for nonprofit agencies’ capital projects. Funding for projects to be located in Bernalillo County often comes to Bernalillo County government to serve as the fiscal agent and project owner. The state of New Mexico requires that in order to maintain compliance with the anti-donation clause (Article IX, Section 14 of the NM State Constitution), any capital outlay appropriation intended for a third-party nonprofit that comes to Bernalillo County must be awarded to, and administered and owned by, Bernalillo County. Administration of funds involving a nonprofit agency must include a method of procurement when a nonprofit entity is intended to receive the funding, which this Request for Proposal fulfills. The county expects that capital projects requested by nonprofit organizations be utilized by the nonprofits to improve the variety of social service, educational, health, and community development initiatives for children, adolescents, transition-age youth and adults with a focus on vulnerable populations and high utilizers. Capital projects must be beneficial to programs and services that are culturally and linguistically appropriate, provided by persons qualified to serve the populations of focus, and delivered in a setting that is relevant, accessible, promotes a culture of safety, empowerment, and healing and comfort for the population.
