Specifications include, but are not limited to: Security paper, from a controlled mill, to contain a genuine, dandy roll water mark. The watermark is to be incorporated into the paper at the time of manufacture. The preferred wording for the watermark is “Official North Dakota Vital Record” or similar. The paper must be produced by a recognized security paper mill located in the United States or Canada. Paper weight- 28# white, bond. The paper must be UV dead and contain two visible fibers, one (1) red and one (1) blue and one (1) invisible fiber that will fluoresce blue when viewed under UV light. A surface treatment applied to both sides of the sheet to increase toner adhesion during laser printing. Toner anchorage with a 10 year proven shelf life. The state will provide electronic artwork files for most of the images. The state may request additional art from the vendor for the borders, Micro print text, etc. Vendor to provide one, high-resolution, color proof for approval prior to printing. Printing to be four color process inks, one side, with bleeds. “Void” pantograph to be incorporated in the four color image. Border must printed, bleeds all four sides. The State requires an Intaglio printed border, The security thread must be printed with micro text, “North Dakota Vital Records”. The holographic patch artwork will be determined by the State. Additionally, the border will contain the state abbreviation in two, ¾” diameter circles, printed in thermo-chromatic ink. The letter “N” will be centered in the upper left corner circle and the letter “D” will be centered in the upper right corner circle. Printed Seals – Official ND State Seal (bottom left) and ND Dept. of Health Apple Logo (bottom right). Embossed circular seal of the ND Dept. of Health around the Dept. of Health Apple Logo (bottom right) must be equal to a minimum of 1/3rd the thickness of the printed paper. Micro Print Text – “North Dakota Department of Health – Vital Records”. This is located at the bottom, between the State Seal and the ND Health Apple logos. Final trim size: 8 ½” x 11”. Sequential numbering (in red ink) on bottom left hand corner, located no more than 1/8” above the lower left seal. (North Dakota Department of Health will assign the beginning number, to be supplied when order is placed). There can be NO missing numbers. Shrink wrapped – 500 per package. Vendor must submit fifteen (15) paper samples with bid response.
