Specifications include, but are not limited to: The PORT invites written proposals from qualified firms, or teams of firms, interested in providing Docks and Diving IDIQ services. The work of this IDIQ contract shall take place on facilities that may be owned, leased or to be leased, or managed by the Port of Seattle, and the Northwest Seaport Alliance (NWSA) which has been formed by the Ports of Seattle and Port of Tacoma for the purpose of jointly managing the marine cargo terminals and related functions for both Ports. General scope of work will pertain to development, use or redevelopment of cargo and cruise facilities, piers, marina facilities, and marine terminals. 1. Permit Assistance: The Port of Seattle/NWSA will apply for and obtain all necessary permits for projects using information prepared by the consultant and/or Port/NWSA. Consultant shall be familiar with all applicable codes and permit requirements by the agencies and prepare all documents necessary to support the Port’s permit process, inclusive of those requirements under the State and National Environmental Policy Act (SEPA/NEPA). Such documents may include environmental evaluations, reports and/or permit drawings. The selected team may also be representing the Port to apply for and obtain all necessary permits and associated agency and public outreach. 2. Documentation of Field Conditions: The consultant will review existing drawings and studies that relate to projects. The consultant will also conduct field verifications of existing conditions and perform additional studies if necessary. This may include general conditions surveys, geotechnical investigations, bathymetric/hydrographic surveys, soils and sediment sampling/testing, structural calculations, and environmental impact evaluations as needed, etc. 3. Development of construction and contract documents: This includes pre-design, interim submittals, and final bid documents. Detail design criteria will be developed for projects as they are identified. 3.1. Pre-design/Planning may include: a. Design options to meet all applicable code and Port Standards and identification of any potential variance requests. b. Environmental sustainability charrette participation, completion of environmental analyses, as requested, for: energy, greenhouse gas emissions, potable water conservation, stormwater management, material ingredients and management, sustainable transportation, equity, resilience, habitat, sustainable operations, and third-party environmental certification.
