Specifications include, but are not limited to: The Port of Tacoma (Port) is soliciting Statements of Qualifications (SOQ) from firms qualified and interested in providing professional consulting services in planning, preliminary and final engineering design (civil, structural, coastal, habitat and electrical), geotechnical investigation and design, land and bathymetric survey, cost estimating, scheduling, permitting, project management, environmental support, bidding support and construction support. The Port of Tacoma and Northwest Seaport Alliance (NWSA) are in the process of modernizing the Blair Waterway and associated container terminals to accommodate newer, larger container vessels that are being used by the ocean carriers. As part of this modernization a deepened waterway and berthing areas are needed. The US Army Corps of Engineers is overseeing the deepening of the Blair Waterway navigation channel. The Port of Tacoma and NWSA are responsible for the deepening of the berthing areas. Deepening of the berthing areas from -51ft MLLW to -57ft MLLW, at Piers 3&4 (Husky Terminal) and the North and South berths of Washington United Terminals, will require that the existing slopes under the piers are supported with toe walls and the berthing areas dredged. In addition to the work at the terminals, the Port of Tacoma intends to use some or all of the dredge material to create nearshore habitat improvements at a portion of shoreline located along Marine View Drive. The initial scope of services for this contract is to perform all necessary site exploration and preliminary design and cost estimating for the berth deepening and habitat improvements. Generally, site exploration, preliminary design, cost estimating, scheduling and grant support services will include, and are not limited to, the following items: Site Exploration: geotechnical investigation, land and bathymetric surveys, review of the Port’s historical documents and prepare necessary reports Preliminary Design: Develop a 30% design Cost Estimating: Develop a probable construction cost estimate based off of the 30% design Project Schedule: Develop an overall project schedule to include design, permitting and construction activities. Grant Support: Provide assistance to the Port in the support of grant applications and providing the necessary documentation for grant compliance deliverable.
