Specifications include, but are not limited to: The Successful Contractor shall provide project management, consulting, sampling, and analytical services to the Alaska Marine Highway System to satisfy the requirements of the State of Alaska’s Commercial Passenger Vessel Environmental Compliance (CPVEC) Program under Alaska Statue 46.03.460 through 46.03. 490.Three vessels (the M/V Columbia, M/V Kennicott, and M/V Matanuska) will be included in this program. The contractor shall assist AMHS with updating and review of the Alaska Marine Highway System Small Commercial Passenger Vessel Quality Assurance Project Plan (QAPP) required under 18 AAC 69.025 (see Attachment #1). All sampling and sample handling procedures shall be conducted in accordance with the requirements of the approved QAPP dated September 2022. The contractor shall perform the sampling required by the ADEC approved Vessel Specific Sampling Plans (VSSP’s - See Attachments (#2 thru #4). The contractor will review each vessel’s sailing schedule and coordinate with AMHS to schedule each sample event. The vessel wastewater sampling schedule is outlined in the VSSP. This document is approved annually for each vessel operating in AK waters. The VSSP is the primary reference document for sampling required for a specific vessel, as sampling may change annually. The generic requirements of the sampling plan include: • Pre-arranged sample scheduling in accordance with the ADEC Generic 2022 QA/QCP for small vessels (Attachment #1). • Liaison with regulatory agencies (USCG, ADEC, and Environmental Protection Agency [EPA]). • Provide updates to AMHS on regulatory changes. o For each sampling event required in the VSSP, a certified sampler will collect representative samples of vessel wastewater effluent (mixed graywater and blackwater) for analysis. This will include: The first sample event shall be for conventional I pollutants. o The second sample event shall be for conventional I and II pollutants, priority pollutants, and will include a single (one time) nutrients sample for the Columbia. o The third and fourth sample events shall be for conventional I pollutants. o Duplicate samples (one per fleet).
