Specifications include, but are not limited to: Facility and Operational Requirements The awarded Bidder and its subcontractors shall not provide High-Fidelity Wraparound (HFW) and/or Family and Youth Peer Support services during the duration of providing services as the Maine Center of Excellence (Maine COE). Maintain and operate office location(s) capable of ensuring the Maine COE is implemented Statewide. Determine the current capacity to deliver the services described in this RFP, and work with the Department on additional initiatives that may be underway; avoiding duplication and filling in gaps in training and capacity building. Provide Statewide Technical Assistance (TA) and coaching to direct service providers and stakeholders during traditional and non-traditional hours of operation. Promote Diversity, Equity, and Inclusion through organizational policy and procedures. Maine Center Of Excellence (COE) Requirements COE General Requirements Build the Children’s Behavioral Health Care System by increasing the capacity and quality of HFW provided throughout the State. Prepare, lead, and support the Department, behavioral health care agencies, Youth- and family-serving agencies, communities, and key stakeholders with HFW implementation. Utilize an implementation science theory, model, or framework agreed upon with National Wraparound Implementation Center (NWIC) to best support implementation, build participatory stakeholder relationships, and sustain practice and policies of HFW and Family and Youth Peer Support. Follow the implementation science strategy to install the education, training, coaching, TA, financing, data monitoring, outcome evaluation and continuous quality improvement necessary for successful adoption of HFW practice and Family and Youth Peer Support services. Perform research and provide recommendations regarding current Evidence-based (EBP) and Promising Practices upon request of the Department, and as directed by and on behalf of the Department and local behavioral health care and Youth- and family-serving agencies while providing support to the State’s and local jurisdictions’ ongoing efforts in expansion of EBP services for Youth. The awarded Bidder shall not take the place of government agencies or direct service provider organizations.
