Specifications include, but are not limited to: A. Preliminary Design: 1. Examine current conditions of the site, including a site assessment and review of available information about the site and building, including flood hazard considerations. 2. Meet with D&B Committee, Library Board of Trustees and Owner’s Representative to determine functional and operational needs, constraints, goals and objectives. 3. Develop up to three conceptual plans showing how the physical and operational needs could best be met. Concepts are expected to meet the goals and objectives as agreed with the D&B Committee and meet all relevant building and public safety codes, local and State permits, historic preservation, flood mitigation, and ADA requirements. Factors that should be considered, include but are not limited to the following: i. The physical ability of the site to accommodate the proposed use, with consideration of floodway and flood hazard zone constraints ii. Infrastructure such as power, water supply and wastewater disposal iii. Required permits iv. Energy efficiency and conservation v. Historic preservation considerations vi. Costs and off-setting benefits vii. Visual impacts on adjoining properties 4. Review the conceptual plans with the D&B Committee and the Library Board, and if desired, the Selectboard, and/or other committees to reach a preferred plan. 5. Develop a preliminary site plan and detailed cost estimates of the preferred plan. 6. Work with the D&B Committee to conduct one or more meetings with the public to gain insights and support for the preferred plan. 7. Determine what permits will be required. 8. Prepare a final report and recommendations. 9. Presentation to the D&B Committee and the Library Trustees, and if desired, the Selectboard, for consideration, amendment and approval of the Final Design. Final approval rests with the Library Board of Trustees.
