Specifications include, but are not limited to: RIDOH in conjunction with EOHHS is seeking a single vendor to conduct an analysis of the non-profit sector landscape in the state of Rhode Island. The COVID 19 pandemic brought to light many inequities pertaining to access to care, treatment and additional resources and the non-profit sector helped to bridge some of those gaps. RIDOH and EOHHS seek to close those gaps and make recommendations based on a deep data analysis of the nonprofit sector in RI in order to ensure the sector’s growth and long-term viability. The goal of this solicitation is to provide the State of Rhode Island a data driven baseline for the current viability and impact of the nonprofit sector; an analysis of the current inequities and disparities within the sector; a report on the priorities for improvements to the sector that is informed by the sector and the individuals it serves; and recommendations for the growth and sustainability of the sector with projected returns on investment. The long-term goal is to improve the State’s partnership with the non-profit sector in providing essential services to RI’s local communities. The vendor should assume all meetings related to project management/ administration will be virtual. Interviews and focus groups may be a mix of virtual and in-person sessions throughout the state (or within 45 miles). The expected project timeline is 6 months. 1) A comprehensive sector research analysis report, including policy recommendations and the potential impact of policy changes. 2) Seven to ten policy briefs, 1-3 pages each, for decision makers, drawn from the comprehensive sector report, focused on relevant sub-sectors and key issues facing the sector to drive decision making and action to equitably grow the community nonprofit sector in Rhode Island.
