Specifications include, but are not limited to: The City needs two types of consulting services. a. PROGRAM MANAGEMENT SERVICES FOR YOUTH SPORTS AND RECREATION PROGRAMING (PART OF COMMUNITY VIOLENCE PREVENTION AND ANTI-CRIME) • The program manager must be capable of providing and overseeing program providers for youth sports and recreation across Indy Parks in an equitable manner, such as releasing a citywide RFP. • The program manager must be capable of effectively defining and managing project scope, objectives, milestones, tasks, and assignments for program providers, including coordination with parks staff. • The program manager must oversee budgets according to federal procurement and guidelines threshold and provide cash flow to program providers through reimbursable funds. • The program manager must be capable of providing oversight for implementation, define outcomes that will need to be collected, and providing targeted evaluation. b.
