Specifications include, but are not limited to: The West Virginia Department of Health and Human Resources is soliciting bids to establish and open end contract for Foreign Language Interpreter and Translation Services. The vendor must be accessible from WVDHHR office 24/7/365. Vendor must have a translator available within fifteen (15) minutes of each requested telephone transaction. Vendor must provide a translator for a minimum of forty (40) languages, specifically including but not limited to French, German, Spanish, Arabic, Haitian/Creole, Italian, Korean, Thai, Nepali, Vietnamese, Swahili, Japanese, Burmese, Mandarin, Tigrigna, Bengali, Cantonese, Farsi, Hindustani, Laotian, Punjabi, Russian, Tibetan, Turkish, Tagalog, Persian (Farsi), Urdu and the major Chinese dialects. Vendor must guarantee confidentiality of all information communicated by the Department of the customers. Vendor must require the use of an access code or other security mechanism to assure no unauthorized charges are incurred by WVDHHR. Vendor must have a direct contractual or employment relationship with each person used as a translator. The vendor’s service shall not require the purchase or lease of any special equipment by WVDHHR. Vendor must be able to provide assistance to the department in determining the language a customer speaks. WVDHHR staff must be able to communicate with the translator in a clear, professional, and confidential manner in order to fulfill the vendor’s responsibility for these services. Foreign Language Interpreter Vendor must agree to compliance of the Health Insurance Portability and Accountability Act Policy.
