Specifications include, but are not limited to: The Town of Essex is seeking a professional consultant to undertake a compensation study, including a review of job descriptions with staff, the HR Director, and the Town Manager. We would like the consultant to propose recommendations to existing pay scales in our AFSCME and Police Union Contracts and provide recommended salary ranges for non-union employees. The recommendations should be based on analysis of similar positions in similar municipalities, provide recommendations on the pay scales. Consideration to similar positions in the private sector may be appropriate, as well. Our goals are: 1) to have competitive salary ranges comparable to municipalities of the same size and nature; 2) to examine total compensation including benefits; 3) to create a more formal salary scale for non-union employees. The consultant shall take into consideration the benefits offered by Essex compared to other municipalities/ employers, an employee’s years of service with Essex and years of experience in similar positions with other employers, current and recently open positions in the job market, and total compensation for similar positions with similar employers.
