Specifications include, but are not limited to: The Department of Health and Human Services (Department) is seeking Payroll Services for individuals who participate in the Senior Community Service Employment Program (SCSEP) as defined in this Request for Proposals (RFP) document. This document provides instructions for submitting proposals, the procedure and criteria by which the awarded Bidder will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Bidder. The Department is dedicated to promoting health, safety, resiliency, and opportunity to all Maine Residents. The Department’s Office of Aging and Disability (OADS) is responsible for the provision of services that promote the highest level of independence, health and safety of older citizens, vulnerable adults, and adults with disabilities, including assisting older low-income Maine residents with significant barriers to employment to access community service and work-based job training through the SCSEP. SCSEP Participants gain work experience in a variety of community service activities at Host Agencies/Sites, including but not limited to non-profit and public facilities, including schools, hospitals, day-care centers and senior centers. SCSEP Participants are entitled to Participant wages and benefits, ensuring Participants work an average of twenty (20) hours per week and are paid the highest of federal, State or local minimum wage. Participants are also entitled to certain benefits, such as receiving workers’ compensation and unemployment compensation coverage (refer to 20 CFR § 641.565). The SCSEP serves as a bridge to unsubsidized employment opportunities for Participants. In Maine, there are approximately twenty-six (26) individual Participants served annually. The work will take place in the three (3) southern coastal counties of the State: Cumberland, Lincoln, and York. The number of Participant slots within the program (and within each county) is determined on an annual basis by the United State Department of Labor. Movement of those Participant slots occurs as the population changes. Through this RFP, the Department is seeking the services of a highly skilled, experienced, and qualified payroll agent to perform payroll functions and process Participant wages and benefits for the Participants enrolled in the SCSEP.
