This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Technical Capability: Provide a technical proposal that addresses your experience and understanding of the requirement and your planned approach to achieve the goals as described in the SOW. Proposals that merely offer to provide supplies or services as described in the SOW will not receive further consideration for award. General statements may be considered less favorably than a more detailed technical proposal.
Your quote will be considered non-responsive and will not be considered if all the above required documents are not completed in full and received as part of your submittal package.
An award will be made to the Contractor whose submittal documents conform to the requirements as described in this solicitation and who, based on a subjective assessment from the Government, offers the best value to include past experience, technical experience and price. The Government reserves the right to award a contract to other than the lowest priced offer if, in its judgment, the past experience and/or technical superiority outweighs the price difference.
