Specifications include, but are not limited to: In concert with the Domestic Trade Pilot Program Manager and other members of the OBD team, the successful Bidder will be responsible for the following: Disseminate the funding opportunity through media outlets, websites, and announcements to organizations serving potential applicants. Collaborate with the Department to refine an online application portal, required attestations and attachments, and selection criteria for the program. Implement the funding opportunity. At least $6,000,000 will be available to provide direct financial support for enhanced market access (trade shows, social media support, sales channel support, marketing strategy, materials, and matchmaking), technical assistance, and other trade assistance. The pilot program will assist industries negatively impacted by the COVID-19 pandemic, including construction, trades, logistics, manufacturing, agriculture, fishing and forestry, information, clean energy, and retail (includes wholesale). The Department is refining the guidelines but anticipates at least two funding cycles funding with specific requirements for each one. Implementation includes: Provide technical assistance (information sessions, response to Q&A) to facilitate the process of eligible entities to apply with a quality application. Screen applications to determine eligibility, adherence to guidelines, and required attachments. Refine and apply scoring criteria to each proposal, in concert with team members from the Department. Rank and organize funding decisions accordingly. Communicate with applicants about their decision with written correspondence. Distribute funding and manage the post-award processes such as finalizing grant agreements or other follow-up actions. Participate in regular and periodic project management meetings with the Domestic Trade Pilot Program manager and others as required. Develop and maintain a document sharing platform to facilitate successful collaboration and implementation with the department. Ensure optimal reach with emphasis on BIPOC/Minority-owned, Women-owned, and Veteran-owned businesses, as well as those organizations operating within qualified census tracts and other underserved regions. Provide the Department with a comprehensive list of applicants, application fields, and awardees before the end of the contract period. Report on the required metrics for Domestic Trade funding to include: Quarterly obligation and expense reports.
