Specifications include, but are not limited to: The Department of Natural Resources, Division of Parks and Outdoor Recreation (State) is soliciting for a qualified contractor to provide As-Needed Trail Blazing Services at various locations within the State of Alaska. The Contractor shall utilize all available resources (i.e., topographic maps, Geographic Information System (GIS) satellite imagery, aerial overflights, onsite inspections, etc.) necessary to determine the most advantageous footrail routes for development, and /or preservation. The Contractor shall provide the State a comprehensive wilderness footrail mapping plan for review. The wilderness footrail mapping plans shall include detailed trail drawings, and/or high-resolution imagery that reflects proposed wilderness footrail routes, including approximate dimensions, including distances, and measurements. The wilderness footrail mapping plan shall include a detailed list of specifications and/or requirements to perform and complete the work. The wilderness footrail mapping plan must include an itemized list with associated costs for each item. The State will review the wilderness footrail mapping plan and may make recommendations and/or negotiate with the Contractor prior to approval of the wilderness footrail mapping plan. All wilderness foot trail mapping plans must be approved and must be consistent with the local State Park Trail Management Plan, prior to implementation of the plan. No heavy equipment shall be used in the process of wilderness foot trail development, unless approved by the State. Wilderness foot trail development and earthwork includes physical onsite inspection, surveying, trail marking, clearing, and grubbing, excavation and embankment, surfacing, and fords, etc. Wilderness footrail development and earthwork shall be completed primarily with hand tools only. If there is a question or concern pertaining specific tools, the Contractor must seek clarification and approval from the State, prior to the specific tool’s use. The State will inspect the Contractor’s work on the wilderness footrail development and may require the Contractor to make modifications and/or changes to the wilderness footrail. All changes will be at the contractor’s expense. The Contractor must perform the task, services, and deliverables to the State’s satisfaction. The Contractor shall be responsible for all communications regarding the progress of performance of the wilderness footrail design, development, and preservation, and shall discuss with the State any issues, recommendations, and decisions related to the wilderness footrail design, development, and preservation.
