Specifications include, but are not limited to: Farmington Electric Utility System (FEUS) seeks a Liaison for Tribal Easement Right-of-Way Services to act between FEUS, the Navajo Nation, and the Bureau of Indian Affairs (BIA) to obtain grants for existing or expired easements on the Navajo Nation Lands which have electric utilities in the FEUS Service Territory. The Liaison should be bilingual (English and Navajo), have experience with BIA Real Estate policies and procedures, and will coordinate between FEUS, the Navajo Nation entities, the BIA as necessary, and landowners (Allottees/Grazing Permit Holders) for purposes of assisting FEUS to submit applications for electric power line right-ofway grants. This will require field work and travel to Navajo Nation Division of Natural Resources departments and Eastern Navajo Agency – BIA; follow up with accurate and timely updates with FEUS Personnel. Work with the Navajo Nation General Land Development Department and Eastern Navajo Agency, BIA to obtain permission to survey. Coordinate with the Chapter House Grazing Official and BIA Real Estate Services to identify land owner status for each right-of-way grant application. Perform all work following applicable Federal, State, and County laws, rules, regulations, City ordinances, and best safety practice guidelines for the health and safety of those performing work on behalf of the City of Farmington. It is recommended that the awarded Offeror have access to Personal Protection Equipment (PPE) such as safety vests, jacket, books, and hard hats to use when needed. Carrying a fire extinguisher in your vehicle while performing work on behalf of the COF is preferred.
