Specifications include, but are not limited to: Specifically, this Proposal process looks to identify a consultant who can identify, develop, and implement a financial strategy for the AML to SML program that systematically aligns federal, philanthropic, and private capital to finance SL in a way that incentivizes landowners and industry with the following deliverables over approximately a 3.5-year phased timeline: • Financial Market Analysis: Perform a gap analysis / readiness assessment on the availability of capital to finance SL, which includes an inventory of financial best practices • Conservation Finance Management Analysis: Perform an analysis of management best practices, and assess opportunities to increase institutional and financial capabilities for SL • Cost Benefit Analysis: Conduct a cost benefit analysis of SL with environmental and social outcomes • Opportunity database: Create a funding matrix of financial instruments and a detailed path for SL projects to pursue conservation finance structure, governance, and flow of funds • Transaction Agreements: Identify a funding stack for 5-10 SL projects and structure 5-10 transactions • Transaction Documents: For structured transactions, create supporting documentation including financial models and investment memoranda as necessary to support SL project staff in pursuing the identified capital strategy
