Specifications include, but are not limited to: The City of Lincoln hereinafter called Owner is requesting proposals from qualified firms to submit proposal responses for Ashland Water Treatment Facilities Upgrades. Lincoln Water System (LWS) needs to make improvements to its water treatment processes to optimize removal of manganese and arsenic and potentially enhance corrosion control for lead and copper reduction at customer taps. These constituents are referred to collectively as Constituents To Optimize Treatment (CTOT). LWS operates two water treatment facilities within the Ashland, NE campus. The West WTF is a direct filtration facility used to treat groundwater sourced from forty (40) vertical wells located on the west side of the Platte River. The West WTF was first placed into service in the early 1930s and was expanded several times to its current design capacity of sixty (60) MGD using fourteen (14) gravity sand filters. The Project will result in the construction of improvements, upgrades, and/or modifications necessary to optimize the removal of arsenic and manganese in the finished water delivered to customers. Preliminary engineering will include establishing finished water treatment goals based on life cycle treatment costs, feasibility, and operational constraints. A recommended treatment alternative(s) shall be advanced to final design based upon an objective alternatives analysis process that involves the collective input and opinions of LWS management, operations, and maintenance representatives.
