Specifications include, but are not limited to: The Idaho Department of Health and Welfare, Division of Behavioral Health (Department) is seeking Proposals for voucher respite care management for Children’s Mental Health (CMH) services. The Department is seeking a single statewide Contractor to administer a CMH voucher respite care system and process that will allow families with children experiencing a Serious Emotional Disturbance (SED) to hire individuals from their natural support system to provide respite care. Respite care services are to be managed through a voucher system based on established rates and service limits as families are to be reimbursed for cost of services. Respite is available to all qualified children/youth who are residents of Idaho, under the age of eighteen (18) years old and are voluntarily seeking this service. Respite services can be provided in the child/youth’s home, another home, a foster family home or other community-based settings. In SFY22, three hundred forty-five (345) respite care vouchers were provided, serving two hundred sixty-three (263) youth. It is estimated there may be up to eight hundred fifty (850) respite care events per year (this is based on the number of checks issued to families by the current Contractor). The successful Vendor resulting from this RFP must have a physical business office within the state of Idaho and provide voucher respite care management services on a statewide basis to families within the seven (7) Mental Health Services regions.
