Specifications include, but are not limited to: 1. Prioritize safety for all visitors 2. Protect park infrastructure and critical riparian vegetation 3. Address neighboring landowner concerns 4. Create a family-friendly atmosphere and foster a conservation-minded river recreation culture 5. Effectively manage the current needs of commercial float operators and plan for the future expansion of commercial float operations as WOKA opens in 2023 6. Facilitate improved communication and cooperation between the various stakeholders, including the City of Siloam Springs, Grand River Dam Authority, Benton County Road Department, Benton County Sherriff’s Office, Arkansas Game and Fish Commission, neighboring landowners, regional kayaking groups, and local conservation organizations • Provide one roll-off dumpster for the Lessee to deposit all loose and bagged trash • Manage trash on weekdays, and empty and return roll-off dumpster on Thursday afternoons. • Clean all bathrooms during the week • Empty pit toilets • Provide the Lessee with communications equipment to quickly and reliably contact Siloam Springs Police Department or County Sherriff in the event of an emergency • Perform weekly mowing and string trimming of the facility • Perform Flood cleanup • Perform both incidental and major repairs of facilities • Provide a gate and clear flagging or marking of loading zone for commercial outfitters seen in Figure 2 on page 8 of this document • Provide a covered structure from which the Lessee may conduct business, take payments, and control traffic flow. Depending on the needs of the Lessee, this structure may be either: a towable, portable guard shack with operable windows, a temporary pavilion, or an open-sided booth. This structure will be considered property of the City of Siloam Springs and, if portable, is to be returned.
