Specifications include, but are not limited to: 1. The State seeks to provide high quality, cost-effective benefits to its Medicare participants. The State is soliciting offers on a fully insured, national passive MA PPO plan, with the same benefits for services rendered in or out-of-network. The proposed MA PPO plan should mirror the current benefits design for Medicare-eligible State participants within CMS guidelines. The current benefits are outlined in Section 3 of this RFP document. Bidders are encouraged to identify and offer features or enhancements that provide additional value without adding cost as well as any creative solutions that will achieve the State's goals. Of particular interest are programs that focus on wellness, medical management, member case management services, maximization of CMS funding and minimization of claims cost.
