Specifications include, but are not limited to: The Burlington International Airport (“BTV” or “the Airport”) is issuing this Request for Proposal (“RFP”) with regard to the property known as 240 Valley Road, South Burlington, VT (“South Hangar”), to request proposals from qualified parties (“Respondent”) interested in either leasing the South Hangar for a fixed term or purchasing the South Hangar building and then ground-leasing the property on which it is situated. A primary purpose of this RFP is to encourage the growth and continued success of aeronautical educational facilities and general aviation at the Airport. Any respondents that include, in whole or in part, a primary use as secondary and post-secondary education programs will be evaluated with a higher score. As identified in Federal Aviation Administration Order 5190.6B, Change 1, Airport Compliance Manual, there may be reduced rent exceptions for proposals from Not-for-Profit Aviation Organizations. The enclosed documents provide instructions, background information, and the required proposal forms from which Respondents are to develop their formal proposal to the Airport. There is no expressed or implied obligation in these documents for BTV to reimburse responding organizations for any expenses incurred in preparing proposals in response to this RFP.
