Specifications include, but are not limited to: DMD is accepting qualifications from a consultant or consultant team to facilitate and create an equitable re-development plan for Indiana Avenue in downtown Indianapolis, Indiana. Such a plan reflects DMD and the community partners desire to highlight Indiana Avenue’s history as a thriving mixed-use African American commercial and cultural district and align it with future development along the corridor. This effort coincides with the DMD’s Cultural Equity Plan effort that will, among other goals, incorporate culture, history, and equity into its decisions, processes, and programs. The Indiana Avenue Certified Strategic Plan consultants will work in partnership with DMD’s Long Range Planning staff, community-led organizations such as Reclaim Indiana Avenue, Urban Legacy Lands Initiative (ULLI), key local anchors like the Madam Walker Legacy Center, Indiana UniversityPurdue University at Indianapolis, the Indianapolis Urban League, Goodwin Plaza, and St. Philips Episcopal Church, and private development partners with interests in the area including Arrow Street Development, and other stakeholders to ensure the plan meets the criteria for DMD’s Certified Plan process and be reflective of the needs and vision of the community. Thus, the Indiana Avenue Certified Strategic Plan will not be adopted as part of the city’s Comprehensive Plan but will be recognized as a DMD Certified Plan and will be considered by staff, commissions, and the Indianapolis City-County Council as an official, informative document for land use, economic development, and public investment decisions. The plan will accomplish its goals using a people-centered and equitable approach.
