Pursuant to §3-122-16.31, Hawai‘i Administrative Rules, the Hawai‘i State Energy Office (HSEO), an attached agency of the Department of Business, Economic Development, and Tourism, is seeking additional teaming partners to collaborate on a Hawai‘i Pacific Hydrogen Hub project Full Application in response to the United States Department of Energy (USDOE) Office of Clean Energy Demonstrations (OCED) funding opportunity announcement (FOA) number: DE-FOA-0002779, Bipartisan Infrastructure Law (BIL) Section 40314: "Regional Clean Hydrogen Hubs.” A “regional clean hydrogen hub” is defined as “a network of clean hydrogen producers, potential clean hydrogen consumers, and connective infrastructure located in close proximity that: demonstrably aid the achievement of the clean hydrogen production standard developed under section 822(a) of the Energy Policy Act of 2005 (EPAct 2005), as amended by Section 40315 of BIL; demonstrate the production, processing, delivery, storage, and end-use of clean hydrogen; and can be developed into a national clean hydrogen network to facilitate a clean hydrogen economy.” The Hawai‘i Pacific Hydrogen Hub Consortium is made up of partnering government agencies and respondents to the first RFI. With this RFI, HSEO is seeking additional teaming partners to participate in the development of the Full Application and fill identified gaps in key lines of effort including hydrogen production, distribution, consumption, and community engagement and benefits required for development of a robust hydrogen ecosystem across the entire state.
