Specifications include, but are not limited to: Design and implement a Street Evaluation software for the City of Garde City’s local and arterial street system. The software must have the following features: o ESRI based Needs to accept Representational State Transfer (REST) endpoints. o Field data entry app for mobile devices. o On-line “dashboard” with a map interface and queries. o View (in map form and report form) pavement condition over time. o View (in map form and report form) maintenance and capital construction work over time o Linked to Finney County GIS parcel layer - Add historical maintenance history. - Provide initial and ongoing training for all users. - Civil Engineer’s assessment of the condition of the local street network (approximately 162 linear center-line miles) using the Pavement Surface Evaluation and Rating (PASER) methodology - Develop a prioritized 10-year maintenance report, including opinions on project costs. - Present preliminary findings to City staff - Present findings to the City Commission with a report summarizing street conditions and detailing the prioritized 10-year maintenance plan with opinions of cost
