Specifications include, but are not limited to: The Department of Parks and Recreation (“DPR”) has undertaken efforts to refresh and revitalize its parks and recreations programs and services. In support of this effort, DPR is soliciting proposals from prospective Offerors to develop and implement an evaluation and training program for both new and existing programs to be the ongoing standard practice for the department; 1. Evaluate the quality and effectiveness of DPRʻs existing Summer Fun, Fall, and Spring programs, classes and events, and provide evaluation reports that include summative findings and recommendations to DPR executive leadership. The evaluations and evaluations reports will be done annually for the next three (3) fiscal years – Fiscal Years 2023, 2024, and 2025. 2. Collaborate and make recommendations to DPR executive leadership to elicit feedback for the consultant to design an evaluation and monitoring plan for all DPR programs, classes and events that is reflective of the departmentʻs current and future needs. The plan should include the development of a program logic model(s), evaluation tools, measures, and processes for administration, collection, synthesis, and reporting of data. 3. Design a framework for implementing and evaluating pilot programs. The implementation program will be used to establish and evaluate four (4) new recreational programs. Evaluations should provide information on the extent to which these new programs meet their intended outcomes, as well as recommendations for scaling and program improvement. Implementation and evaluations will be done during the first year in which the new or redesigned program is implemented by DPR staff. 4. Develop and implement training for staff to enable DPR to continually manage, monitor, evaluate and provide reports on its programs after this contract has concluded.
