Specifications include, but are not limited to: The Vermont Department of Health (VDH), Division of Substance Use Programs (DSU) invites proposals from qualified applicants to perform a statewide substance use needs assessment and then use the information collected to develop, in conjunction with DSU staff, a strategic plan to improve the substance use system in Vermont. The work entails overall process facilitation, information aggregation, recommendations, and reporting related to needs assessment and a strategic plan. The needs assessment must use existing state and federal data as well as feedback from DSU current vendors and stakeholders to identify needs, strengths, and gaps in the current system of care which includes harm reduction, prevention, intervention, treatment, and recovery. The proposal must incorporate a health equity lens through the needs assessment and strategic planning process.
