Specifications include, but are not limited to: Task 1: Conduct an Evaluation of the Current (October 1, 2022-September 30, 2023) Handling Fees Paid to Certified Redemption Centers The Contractor shall conduct an evaluation of the current (October 1, 2022-September 30, 2023) handling fees paid to CRCs. The current handling fees are as follows: DBC Material Type Current Handling Fees Aluminum $0.034 Bi-Metal $0.034 Glass $0.087 Plastic #1 and #2 (mixed rate: 0-68 fl. oz.) $0.043 Plastic #1 and #2 (small rate: 0-17 fl. oz.) $0.043 The selected Contractor may use the Handling Fee Adjustment Model developed by Crowe LLP to conduct the evaluation of handling fees or may use its own model provided that the model is approved by the DOH. The selected Contractor will be provided the Handling Fee Adjustment Model developed by Crowe LLP upon request. As part of the handling fee evaluation, the Contractor shall also conduct a shipping cost survey of selected CRCs to determine any changes in shipping rates. Task 2: Determine if an Adjustment to the Current Handling Fees is Needed Based on the evaluation performed by the Contractor in Task 1, a determination shall be made if the handling fees for the next Certified Redemption Center contract period (October 1, 2023-September 30, 2024) should remain at the same amount or should be adjusted (decreased or increased). Task 3: Recommend New Handling Fees (if applicable) Based on the determination made by the Contractor in Task 2, the Contractor shall recommend new handling fees for the DOH to implement (if applicable). The Contractor shall provide a justification for the new handling fees or a justification for not adjusting the handling fees in the report. Task 4: Conduct a Five-Year Fiscal Impact Analysis of the Recommended Handling Fees on the Deposit Beverage Container Special Fund Based on the determination made by the Contractor in Task 3, the Contractor shall conduct a fiscal impact analysis to determine whether the DBC Special Fund could support the recommended handling fees for the next five (5) contract periods. Task 5: Draft Final Report for DOH The Contractor shall provide a draft report to the DOH no later than June 1, 2023 that, at a minimum, describes all work performed under Tasks 1-4. The DOH shall have up to fourteen (14) days to review the report and make any revisions necessary for the Contractor to incorporate into their final report. The final report shall be due to the DOH by June 30, 2023.
