Specifications include, but are not limited to: The State of Montana, State Procurement Bureau, on behalf of the Department of Transportation, is issuing this Request for Proposal (RFP) to provide a cloud hosted COTS solution for an agency and Motor Carrier-friendly, webbased system for administration of the IRP, the IFTA and the associated CVIEW. • All State agencies are connected to a MPLS network firewalled from a shared internet connection. • The State of Montana Department of Administration administers all network connections (wired, wireless) and firewall configurations. • The State of Montana Department of Administration administers the email system (Microsoft exchange) for all State of Montana agencies. • The State has one Microsoft AD Forest with all agencies in one domain, “STATE”.. The solution must accrue monthly interest on any outstanding tax owed. . The solution must allow authorized MDT Staff to apply partial payments on tax accounts. . The solution must allow for online payment. . The solution must allow MDT Staff to invalidate any credentials associated with a registration, permit, or tax (per defined business rules) when a payment is returned for non-sufficient funds (NSF). Note: MDT Staff must be able to re-activate the registration if subsequent payment is received. . The solution must allow user to submit and file the tax return online. The system will automatically calculate appropriate fees. Examples: calculate taxable gallons, miles per gallon, cubic feet, kilowatts, jurisdiction, jurisdiction's tax rate, calculated the tax due amount, penalty amount (if applicable), and interest amount (if applicable). The solution must display whether taxpayer owes or has a credit. . The solution must be Payment Card Industry Data Security Standard (PCI DSS) compliant based on PCI standards. . The solution must have an area to record the postmark date and the date of the successful payment of IFTA Quarterly Tax Return. Note: The postmark date and the payment date may not be the same. However, both dates must be saved by system. . The solution must maintain detailed data for each IFTA licensee. Data must include the following: tax, penalty, interest, credential activity, temporary authority activity, refunds issued, and payments posted for each tax period. Internal user can inquire and view this detail data.
