Specifications include, but are not limited to: The City of Hutchinson requests the assistance of a consultant to assist with the development of a strategic plan, as well as Vision, Mission, and Value statements. The City does not have a current strategic plan. Specifically, the City is seeking assistance in creating a three-year strategic plan. • Update, analyze and forecast trends relevant to the context of Hutchinson’slocal government decision-making. • Environmental and internal scans and analysis of strengths, weaknesses, opportunities, and threats • Conduct extensive stakeholder engagement to craft a comprehensive vision of Hutchinson’s future that identifies and prioritizes the city council’s goals/preferences regarding municipal: Policies and processes Revenues and expenditures Community and economic growth Services and facilities • Develop strategic planning framework for implementing the City’s vision. • Develop City Vision, Mission, and Value Statements.
