Specifications include, but are not limited to: The hearing and conference solution was originally purchased from CT2, Inc. through a CO-OP contract with the State of Texas in 2014. Since then, the CT2, Inc. solution has been specifically modified to meet the needs of the Department of Labor and Industrial Relation’s appeals processes and to interact with the Department of Labor and Industrial Relations’ mainframe system. The C2T system holds and stores the recordings of each hearing and switching to a different system would have the potential to lose the archived hearings recordings and would be cost prohibitive. In addition, the software maintenance and support are proprietary and only available through C2T, Inc. making CT2, Inc. the only feasible source for the hearing and conference solution. As a result, this represents a proprietary requirement that meets the criteria as a single feasible source under RSMo 34.044 and the State is pursuing this acquisition as a Single Feasible Source.
